Package Items

A package item connects a declared artifact to the package assembly chain. It should make loading explicit rather than rely on editor state.
Use package items to
- include model artifacts deliberately;
- keep package ownership visible;
- control assembly order where the supported manifest format requires it;
- make missing or duplicate identifiers diagnosable during build/validation.
Do not assume that a file present in the workspace is part of the running application. The manifest/package chain is the source of truth.
