Action Metadata and Global Logic

Action metadata describes a capability: identity, parameters, result, context, and associated events. It must not become a container for infrastructure configuration.
Where logic belongs
- action: behavior directly attached to a model capability;
- rule: declarative constraint or derivation;
- process: multi-step or long-running orchestration;
- service/SDK: external integration or specific operational need;
- view: interaction and projection only, never the canonical business rule.
Global logic
Limit implicit global dependencies. Prefer explicit context, injected services, or published capabilities. This makes testing, remote execution, and package evolution easier.
