Scope and source boundary
A conceptual-world runtime keeps the current session context and available capabilities separate from committed conceptual facts.
A governed agent operates on a declared conceptual model; it does not become an independent authority for business facts or effects. The source distinguishes agent sessions, conceptual context, available capabilities, proposed actions and published execution surfaces. Agent reasoning may suggest work, while the runtime and business policy decide what can be committed.
